Amy Hansen, City of Portland Revenue Division

 

Amy Hansen is the Personal Income Tax Processing Supervisor in the City of Portland Revenue Division. During her career at the City, she has been involved with the collection and administration of the City of Portland and Multnomah County Business Income Tax, Supervisor of Mailroom Operations in the Revenue Division, involved in project work for the Integrated Tax System, Filing Enforcement Collections, and Change Management.

Cynthia Nagata, City of Portland Revenue Division

Cynithia is a Senior Revenue Auditor with the City of Portland's Revenue Division. She joined the City in 2017, initially working in the Accounting Division before transitioning to the Revenue Division in 2022. Prior to joining the City, she worked at a CPA firm for four years, where she advanced to the role of Tax Supervisor. She is a licensed Certified Public Accountant (CPA) in Oregon and holds a bachelor's degree in accounting from Portland State University.

Danny DeSelle, City of Portland Revenue Division

Danny has been with the Revenue Division since 2014 and has held a variety of roles, including business processing, collections, and tax support operations. He's been a Business Income Tax Supervisor on both the Processing side as well as with the Collection team for several years. In May of 2025, he was appointed as the Business Tax Section manager. Danny has a BS in Business/Marketing from Oregon State University. In his spare time, he enjoys hiking, reading, running, watching baseball games, trying out new restaurants, vacationing, and spending time with his wife and two kids.

Harriet Strothers, State and Local Tax Partner, Aprio

Harriet Strothers has nearly 40 years of experience in providing state and local tax advisory and compliance services to large multi-state and multinational companies. With extensive experience managing tax compliance and audits for all areas of state taxation as well as IRS LMSB "Large Case" audits, Harriet also performs state and local due diligence related to mergers and acquisitions.

Harriet spent almost half of her career in industry with The Ryland Group, a Fortune 500 home builder and mortgage lender that operates in 28 states. Upon her return to public accounting in 2007, Harriet observed that there was a need for business leaders to better understand how State and Local Taxes affected their financial decision making. Rather than developing an industry-specific concentration, Harriet focused on state tax minimization through planning and remediation strategies for taxpayers who operate in multiple states. These strategies include multi-state income/franchise tax refund engagements and reverse sales/use tax audits, as well as state voluntary disclosures to mitigate past tax liability. Harriet's experience in industry included extensive audit defense. She has leveraged that experience into numerous successful audit strategies that she regularly employs when defending clients under audit by taxing authorities.

A frequent presenter on multi-state tax issues, Harriet has managed many large multi-state income/franchise tax refund engagements and reverse sales/use tax audits. She has managed and delivered numerous voluntary disclosure services and audit defense services in almost every state. Harriet has substantial experience advising clients on product sales/use taxability for different types of transactions and on nexus-related issues in 50 states.

After a two-year stint at Schnitzer Steel, Harriet worked with Moss Adams for six years before joining the team at Delap in 2014.

John Hallett, City of Portland Revenue Division

John Hallett supervises the Business Tax Property & Filing Enforcement team at the Revenue Division, where he helps lead the Division's business tax non-filer efforts. He has held previous roles supervising the business tax processing team, and Revenue Division mailroom, in addition to working on withholding for the SHS/PFA personal income taxes. 

Prior to joining the Revenue Division, John spent 10 years in project management roles in both the non-profit and for-profit worlds. 

John received his BA in political science and German from Indiana University and his MA in international economic affairs from American University in Washington, DC. In his free time, he can be found in a local park with his wife and daughter or seen climbing, running, and skiing in the Cascades.

Rachelle Adams-Muir, Revenue Auditor, City of Portland Revenue Division

Shelley Adams-Muir has been a Personal Income Tax Supervisor in the City of Portland Revenue Division for three years. She leads the team that focuses on employer withholding and resolution of complex account tasks for the Metro Supportive Housing Services (SHS) and Multnomah County Preschool for All (PFA) personal and withholding taxes. In the five years prior to becoming a supervisor, Shelley worked in the Arts tax program, the Portland/Multnomah County business income tax program, and as a Subject Matter Expert in the development of the Metro SHS and Multnomah County PFA tax collection systems.
