Overview

The town hall will be covering the Oregon Board of Accountancy's (BOA) regulatory activity including the 2025 legislative changes. This will be followed by an open Q&A with an opportunity for attendees to provide input and ask questions.

  • Brief update on national changes on licensure pathways and CPA mobility, and how Oregon fits in
  • Overview of new licensure pathways rules development to be exposed for comment on January 1, 2026
  • Q&A for questions and input on licensure and mobility topics
  • Refresher on retired status scope of practice rule changes already in place, and changes to inactive status scope of practice currently under consideration, followed by opportunity for Q&A
  • Overview of current policy work at the Board level in response to firms changing to private equity ownership
    • National Work at AICPA and NASBA providing context
    • Oregon specific challenges and current state of policy discussion by the Board
    • Q&A on Alternative Practice Structure/Private Equity (APS/PE)

Leader Bios

Haley Lyons, Partner, Kernutt Stokes

Haley is a native Oregonian, having grown up in Corvallis. After she graduated from Oregon State University, she began in the private industry, working for an international engineering and construction firm where she worked in project accounting and got to dive into the financial analytics of large construction projects. Haley joined Kernutt Stokes in 2007 with a plan of getting her CPA license and then returning to private industry. She soon found that Kernutt Stokes and the team provided everything she was looking for in a career and has stayed with public accounting and the firm ever since.

Under her leadership, the firm's virtual accounting practice has expanded exponentially. Haley enjoys the people and the dynamic businesses she works with on a daily basis. Virtual accounting gives Haley and her team a front row seat to all of the day-to-day decisions being made by leaders of different businesses. She likes that she gets to be not only to be part of the Kernutt Stokes family but her clients as well.

Haley and her husband Greg live in Eugene with their two young daughters. They enjoy rooting on the Beavs, camping, and spending time together. Her husband is a CFO for a local company, and if there is ever a lull in their conversation, she says they can talk Excel functions or financial ratios.

Currently serving as chair of the Oregon Board of Accountancy.

Martin Pittioni, Executive Director, Oregon Board of Accountancy

Mr. Pittioni received his Bachelor's Degree in Political Science from Portland State University, holds a Masters Degree in Business Administration from Heriot-Watt University in Edinburgh, Scotland and completed doctoral coursework in Public Administration and Policy at Portland State University. Prior to re-joining the Oregon Board of Accountancy in May 2022 as their Executive Director, his extensive regulatory experience includes serving for over four years as the Director of the Office of Health Professions at the State of Washington Department of Health, preceded by his service as Executive Director for the Oregon Board of Accountancy from 2012 to 2017. Mr. Pittioni also developed special expertise in behavioral health regulation as Director for the Oregon Board of Licensed Social Workers from 2008 to 2013 and as Director for the Oregon Board of Psychologist Examiners. Mr. Pittioni has served on multiple NASBA committees and has successfully shepherded many bills and agency budgets through the Oregon Legislature.
