Francis Astilla

Francis Astilla has been in the Banking industry for 26 years. 17 years of his career was spent with Citibank in various capacities. During his tenure there he held leadership roles in Consumer and Investment Banking, Bank at Work, and Private Label Commercial Credit. In 2018 he assumed the role as SVP, National Head of Sales for SBA and Business Banking for Cathay Bank where he was also highly involved with Retail Banking, CRA and Marketing where he became the bank spokesperson for various initiatives and events.
 
Francis joined Banner Bank August of 2024 as the Business Banking Manager tasked to lead the bank's expansion efforts in the Los Angeles market. In February 2025, Francis welcomed the opportunity to help champion the business development activities for Banner's SBA team as the SBA Sales Manager, overseeing SBA sales production for Banner's 4 state footprint: Washington, Oregon, Idaho and California.

Adam Rose, Rose Law Firm

Adam Rose

Adam Rose is the founder of Rose Law Firm, P.C., and has spent more than 27 years advising successful companies throughout Oregon, Washington, and California. His practice integrates corporate strategy, complex commercial transactions, and litigation support, helping clients overcome critical legal and business challenges with clarity and confidence.

With a deep understanding of corporate law, Adam has guided companies through mergers and acquisitions, ownership transitions, fiduciary duty compliance, and the ratification of defective corporate acts. His insights have been published in the Portland Business Journal, including his article "Selling Your Business to a Competitor Can Fetch a Better Price," and his legal writing has contributed to continuing legal education materials for the Oregon State Bar.

Adam's commercial experience spans joint ventures, licensing, manufacturing, transportation, real estate, and finance agreements—where he is known for bringing structure to complexity and helping businesses protect value. He also advises on litigation strategy in high-stakes disputes, including equity owner conflicts, shareholder rights cases, derivative actions, and securities litigation.

Recognized for his excellence in practice, Adam is most proud that Rose Law Firm was recognized as one of Oregon's Top 20 Most Admired Law Firms in 2024; and has received numerous other professional honors, including being selected multiple times as an Oregon Super Lawyer, and  awarded Portland Business Journal's Forty Under 40 early in his career.  Adam is currently President of the Oregon chapter of the International Network of Boutique Law Firms. These accolades reflect both his legal skill and his unwavering dedication to clients.

Outside the office, Adam thrives on adventure. He has climbed Mt. Kilimanjaro in Tanzania and Mt. Adams in Washington, gone scuba diving in Roatan, enjoys running in Hood2Coast; and has ridden Seattle to Portland three times (including with his 20 year old daughter)—approaching each challenge with the same resolve he brings to his legal work.

Phillip Chou, Ambrose Advisors

Phillip Chou

Phillip Chou is one of the co-founders and a senior managing director at Ambrose Advisors. He has over 20 years of relevant experience in investment banking and corporate strategy/development. He has advised clients across a wide spectrum of industries in the structuring and execution of ESOP buyouts, mergers & acquisitions, capital raising and valuation projects.

Prior to joining Ambrose, Phillip was an executive director at Eureka Capital, a reputable middle-market investment banking firm, and he was responsible for execution of approximately 50 engagements. Prior to Eureka, he was a vice president at BCC Partners, LLC, a boutique investment banking firm with a strong focus in complex ESOP buyout transactions. Before BCC, he was a portfolio manager for Far East National Bank, a U.S. subsidiary of a leading commercial bank in the Greater China region. Prior to that, he was an analyst at Ballenger Cleveland & Issa, LLC, a boutique consulting practice specializing in turnaround and distressed engagements. Before his employment with BCI, he was a member of the corporate leadership development program at Pacific Century CyberWorks, the largest telecommunications service company in Hong Kong, where he focused on corporate finance and strategic planning.

Phillip received an MBA from the University of California, Irvine and a BA in Economics from the University of California, Berkeley. He has successfully completed all levels of the CPA exam and holds his Series 7 and 66 Securities Registrations through FINRA. Phillip is a member of ESOP Association's Finance Advisory Committee, and serves as a Director on the Board of an 100% ESOP-owned company.

Rebecca Bibleheimer, Senior Complex Gifts Officer, The Oregon Community Foundation

Rebecca Bibleheimer

Rebecca Bibleheimer is the Senior Complex Gifts Officer for the Oregon Community Foundation. She serves as a subject matter expert on all types of giving vehicles and funding charitable donations with non-cash assets. Prior to joining OCF, Rebecca worked as a philanthropic advisor for U.S. Bank Charitable Services Group and as a trusts and estates attorney for a tax boutique law firm. She has over twenty years of experience in gift planning. Rebecca is a member of the California State Bar and the Oregon State Bar and holds a Legal Letters Master (LLM) in tax law from the University of Florida, Levin School of Law. Rebecca served on the Board of Trustees for the Oregon Humane Society for 6 years and currently serves on a number of planned giving and investment related nonprofit committees in Portland, Oregon where she lives with her family. She is a past President of the Northwest Planned Giving Roundtable and has served on their executive committee for over many years. Rebecca also served on the Board of Directors for the National Association of Charitable Gift Planners from 2020-2022 and as their conference chair for 2022. Rebecca is currently serving on the Board for the Estate Planning Council of Portland as their Secretary and was their seminar chair for 2024 and 2025.

- A CPA’s Guide to Avoiding Trouble

Duncan Will, Loss Prevention Dir / A&A Specialist, Camico Mutual Insurance Company

Duncan Will

Duncan Will, CPA/ABV/CFF, CFE, leverages his more than 40 years of experience in accounting, including public accounting, forensic accounting, consulting, and audit and tax compliance, to deliver to policyholders the high-touch, high-quality CAMICO experience. He works closely with the Loss Prevention Specialists to manage the department's efforts to deliver policyholder service. Duncan's specialties are accounting and auditing and business valuation-related risk management. He advises policyholders through the CAMICO Loss Prevention Hotline, speaks to CPA groups, and writes articles on a wide range of accounting risk management and ethics topics. Topics of particular interest include complying with the AICPA's Statements on Standards for Accounting and Review Services, doubts about an entity's ability to continue as a going concern, cyber-security, and serving clients in the cannabis industry.

Duncan began his accounting career in 1979 as a staff accountant in the Washington, D.C. area and spent most of his public accounting career in California and Florida. He earned a Bachelor of Science in accounting from the University of Maryland and is Accredited in Business Valuation and Certified in Financial Forensics. A Certified Fraud Examiner, Duncan is an active member of the Association of Certified Fraud Examiners; has supplemented his education with college courses at the University of Baltimore, Golden Gate University, and Florida Atlantic University; and welcomes opportunities to expand his knowledge over a broad spectrum of accounting-related curricula.

Anthony Hunt is a natural communicator who partners with clients to design and maintain employee benefit plans that attract and retain top talent. Anthony specializes in qualified retirement plans, 403(b) and 457(b) plans, and the gamut of health and welfare plans. He advises on a wide range of issues arising under ERISA, the Internal Revenue Code, the Affordable Care Act (ACA), HIPAA, COBRA, and other benefits laws, and has experience advising public, tax-exempt, and private employers of all sizes on plan design, administration, and compliance.
