Valerie Sasaki, Samuels Yoelin Kantor LLPValerie Sasaki
Valerie Sasaki is a partner with Samuels Yoelin Kantor LLP where she chairs the Taxation Practice. She focuses her practice on resolving complex tax matters for clients with state and federal revenue agencies. She regularly speaks and writes on tax topics of interest to her. Ms. Sasaki is a member of the Oregon, Washington, Idaho, and Utah State Bars. She regularly appears on behalf of clients in US Tax Court and the Oregon Tax Court.
She is a "Big-4" accounting alumna who worked as a State and Local Tax Manager for KPMG LLP as well as with the Miller Nash LLP tax department. Valerie has served as Chair of Portland Tax Forum, The Oregon State Bar Taxation Section, and the Oregon State Bar Business Law Section. Valerie has served on the laws committee of the Oregon State Bar's Taxation Section since 2003. She is now involved in leading an Oregon Laws Commission Project to modernize and restate Oregon's Limited Liability Company Act.
Valerie serves and has served as an Adjunct Professor of Taxation with: Portland State University's Masters in Tax Program; Northwestern School of Law, Lewis & Clark College; Portland Community College; and the University of Oregon School of Law. She is a fellow of the American College of Taxation and has been recognized as an outstanding tax attorney by the SuperLawyers and Best Lawyers in America organizations.
Valerie received her BA degree, magna cum laude, from Tulane University, earned her JD degree from University of Oregon School of Law and her LLM in Taxation from the University of Washington School of Law.

Ms. Taylor is licensed to practice in Idaho, Florida and Washington. She is a frequent speaker on estate planning, trust administration and taxation. Ms. Taylor is a former adjunct professor for Gonzaga University School of Law where she taught Estate Planning. Ms. Taylor is a fellow of the American College of Trust and Estate Council (ACTEC). Ms. Taylor received her B.S. degree from Lewis-Clark State College, her MBA from Gonzaga University School of Business, her law degree from Gonzaga University School of Law and her LL.M. in Taxation from the University of Florida, Leven College of Law. She is a member of the Washington State Bar, the Spokane County Bar Association, the Florida Bar, the Idaho Bar and the American Bar Association. Ms. Taylor has previously served on the Executive Committee of the WSBA Real Probate Property and Trust Section, as well as the Inland Northwest Community Foundation’s Gift Planning Committee and is a past President of the Spokane Estate Planning Council. Ms. Taylor is married to J. Todd Taylor, also an attorney with Randall | Danskin, and together they have two children, Jax and Bryn.

Dallas Thomsen is a member of the corporate and securities practice group at Snell & Wilmer in
Portland, Oregon. He counsels clients on corporate and securities, mergers and acquisitions, tax-general

As the Lead for Withum's National Tax Services practice, he helps businesses structure their affairs and plan transactions to minimize federal income taxes. He is experienced in mergers and acquisitions, capital markets transactions, and cross-border transactions, and he represents individuals and businesses in tax controversies with the IRS. Dan also serves as an expert witness in litigation involving tax issues.
Dan is a recognized expert in the areas of Qualified Small Business Stock (QSBS) and the Employee Retention Credit (ERC), and he co-leads Withum's ERC Group. He keeps a pulse on federal income tax matters and upcoming legislation, and not only is he a thought leader within the Firm, but he is also an adjunct tax professor at Georgetown University Law Center and a frequent contributor to Forbes, writing on all things tax and sharing best practices for minimizing taxes for businesses and HNW individuals.
As a tax professor at Georgetown University Law Center and an approved arbitrator for FINRA, Dan has an affinity for sharing his knowledge with others. He is a frequent speaker on webinars and at external tax conferences, and he writes for tax publications like the Daily Tax Report and Tax Notes Today. Hale E. Sheppard (B.S., M.A., J.D., LL.M. and LL.M.T.) is a Shareholder in the Tax Controversy Section of Chamberlain Hrdlicka in
Atlanta. Hale defends individuals and businesses during tax audits, appeals, and litigation. He has participated in over 250 cases with
the Tax Court and obtained dozens of positive Private Letter Rulings for clients. Hale holds five college degrees. At the University of
Kansas, he earned a B.S., with distinction, M.A., with honors, and J.D. He later received an LL.M. degree in international law, with
highest distinction, from the University of Chile. Finally, he obtained an LL.M. degree in tax from the University of Florida, where he
was a graduate tax scholar. During his studies, Hale served as a graduate editor of the Florida Tax Review and member of the Kansas
Journal of Law & Public Policy. Hale has been recognized as a leader in tax litigation for many years by Chambers USA, Legal 500,
and other respected organizations, and was inducted into the American College of Tax Counsel. Hale ranks among the most active
tax writers in the country, publishing more than 270 articles in top tax journals and law reviews, both in the United States and abroad.
He has held leadership positions in many professional organizations, including as editor of national publications and President of the
Tax Section of the Georgia Bar.

Lynn leads Withum's clean energy credit initiatives that have been significantly altered since the passing of the Inflation Reduction Act in August of 2022. She provides up-to-date information on the ability to elect the direct pay or transfer of the federal income tax credits.
Lynn is a licensed CPA in the state of New York and a member of the American Instititute of Certified Public Accountants. Most recently, Lynn was appointed as a Forbes Tax Contributor in February of 2021. At her previous firm, Lynn initiated, established, and co-lead the PPP & More Consulting team for purposes of disseminating information internally and externally regarding the Families First Coronavirus Response Act, CARES Act, Consolidated Appropriations Act, 2021, and American Rescue Plan Act. This included leading multiple external webinars with over 3,000 participants, writing client alerts, as well as conducting internal trainings and creating the standard PPP debt forgiveness and ERC reports. Prior to that, Lynn was an Associate Accounting professor at St. John Fischer College, as well.
Additionally, Lynn developed and led internal and external trainings surrounding the Tax Cuts and Jobs Act, including overseeing client seminars, providing industry-specific commentary on proposed regulations, and internal trainings with a focus on pass-through entity deductions and interest expense limitation rules. Formerly while working as an International Tax Manager with Big Four firm, she was placed on assignment in Brussels, Belgium, which entailed managing multinational U.S. tax compliance and IRS audits.

Mark McMullen, State Economist, Oregon Department of Administrative ServicesMark McMullen
Mark McMullen brings a wealth of expertise to CSI, having served as the longest-tenured Chief Economist for the State of Oregon under three governors. Serving under a fourth governor as interim Chief Economist his first year, Mark accumulated 14 years of invaluable experience in the governor's office. Before joining CSI, Mark held prominent roles, including Director of Consulting at Moody's Analytics and researcher at the Congressional Budget Office. He earned his undergraduate degree from Pomona College and completed his graduate studies at the University of Pennsylvania.
Mark's dedication to Oregon extends beyond his professional career. He chaired the Governor's Council of Economic Advisors and contributed to task forces addressing critical issues such as wildfires, COVID response, and student success. Additionally, he actively participated in various economic organizations, including the Workforce and Talent Development Board, Oregon Council of Economic Education, Oregon Government Finance Officers Association, and Oregon Banker's Association.
With strong ties to Oregon's heritage, Mark's family roots in farming and timber work have shaped his understanding of the state's economic landscape. Alongside his professional accomplishments, Mark finds joy in his 27-year marriage and cherishes time spent with his three adult children.
