- GFOA recognize that COVID-19 is disrupting normal government operations and may affect members’ ability to submit timely applications for GFOA’s award programs. They will approve extensions of the submission deadlines for those that need more time. - ASBO International understands that district operations and timely submissions of COE applications have been disrupted by COVID-19. ASBO International will approve an extension of the COE submission deadline upon receipt of your request emailed.

- If your entity has Electronic Municipal Market Access (EMMA) reporting requirements
- Because of the contractual nature of a municipal issuer’s Rule 15c2-12-related continuing disclosure obligations, we expect municipal issuers to continue to make their annual and event-based disclosures through the Electronic Municipal Market Access (“EMMA”) system of the Municipal Securities Rulemaking Board (the “MSRB”).
- Due dates are based on written agreement or contract is generally referred to as a continuing disclosure agreement (CDA), which sets forth the due date for submitting the required annual disclosures.
- Municipal Securities Rulemaking Board (MSRB) has not granted extension to file. Options:
- File unaudited financial statements in their place as a provisional measure and subsequently submit it when they become available.
- File a Failure to Provide notice with EMMA
- If your entity has Single Audit (entity that expends $750,000 or more in federal assistance)
- Due 30 days after receipt of the auditor’s report or 9 months after the end of the audit period (e.g. June 30, 2020 would be due March 31, 2021)
- Federal agencies no longer grant extensions for Single Audit submissions. Option:
- If the auditee or auditor wishes to inform the Federal agency, they will be late, may do so by contacting the Federal Oversight or Cognizant Agency for the audit.
