Peer Review Fees

The Oregon Society of CPAs (OSCPA) administers the American Institute of CPAs (AICPA) and OSCPA Peer Review Programs in Oregon and Guam. Certain fees and expenses are required to administer the program.


Administrative Fee

Effective 4/1/2008, to cover the cost of administra­tive services, the OSCPA will invoice $415 for report reviews or $430 for engagement and system reviews per firm if a partner or owner is a member of the AICPA or OSCPA plus $20 per professional over one, with a maximum total administrative fee of $715 or $730 accordingly. If a partner or owner is not a member of the AICPA or OSCPA the administrative fee will be $615 for report reviews and $630 for engagement and system reviews plus $20 per professional over one, with a maximum total administrative fee of $930. Professionals are defined as all personnel who perform professional services for which the firm is responsible, whether or not they are CPAs or PAs. Administrative fees are charged when the OSCPA receives the completed scheduling form for your firm's review and are due upon receipt of the invoice. A firm that cancels their review after their Information Required for Scheduling Reviews has been received by the OSCPA, but before commencement of the review, is charged a cancellation fee of $100 and the remaining administrative fee is refunded. If a firm cancels their review after the review has started, the administrative fee is not refundable


Reviewer Fees and Expenses

There are three review formats available to firms:

1) Committee Appointed Review Team Review (CART) - If your firm selects an engagement or report review CART, the arrangements for your firm's review are made by the OSCPA Peer Review Division.. The reviewers' fees and expenses are invoiced by the OSCPA when the review working papers are sub­mitted to the OSCPA by the reviewer. The hourly rate for reviewers is $140 per hour.

Note: Firms will also be charged an additional $150 CART scheduling fee.

2) Firm-on-Firm Review (FOF) - Your firm may select a qualified firm to perform its review. If your firm is interest­ed in a FOF review, a Directory of Firms Interested in Performing Reviews is available or you may contact the OSCPA Peer Review Division and a copy will be mailed to you.

3) Association Review - If your firm is a member of an asso­ciation which is autho­rized by the AICPA to conduct peer re­views, your firm may wish to have the association assign the review team.

If your firm chooses to have a FOF or Association Review, you must provide the OSCPA Peer Review Division with informa­tion on the individuals performing your firm's review before starting the review. Your reviewing firm or association will bill your firm directly for any review fees and expenses based on a contract or engagement letter.


TECHNICAL REVIEW FEE

Each peer review must undergo an evaluation before being presented to the OSCPA Peer Review Committee for acceptance. The technical review fee is $140 per hour, with a minimum charge of $140 and a maximum charge of $700.
